Summary
The HR Recruiter requires a socially poised and motivating professional who supports recruitment for all non-bargaining positions while contributing to seamless HR operations. As one of the first points of contact for inquiries, this role serves as an ambassador for the department, fostering employee satisfaction through professionalism and responsiveness. Success in the role requires strong interviewing skills, knowledge of organizational structures, personnel policies and procedures, familiarity with HR systems and record-keeping, the ability to support compliance and policy administration, and a solid understanding of federal and multiple state employment laws. The HR Recruiter sources candidates through networking, online platforms, databases, and job fairs while collaborating with directors, managers, and senior leadership to ensure effective communication across stakeholders. This position requires openness to diverse perspectives, the ability to make sound independent decisions, and a commitment to the president’s core hiring principles of attitude, aptitude, and work ethic to ensure every new hire is an excellent culture fit.

Responsibilities
· Conduct full-cycle recruitment for non-bargaining personnel, including sourcing, interviewing, extending offers, and onboarding
· Coordinate onboarding activities, such as welcome materials, workstation setup, and new hire tours
· Source candidates using research, online platforms, social media, career fairs, smart sourcing techniques, and other available channels
· Organize welcome materials for new employees, transfers, and promotions as needed, and coordinate with the hiring manager to set up workstations
· Create and send out monthly Promotions, New Hires, and Transfers email
· Act as a liaison with area employment agencies and advertising agencies
· Screen and interview potential candidates via phone screenings, SparkHire video interviews, and or in-person/ Teams interviews
· Guide candidates seamlessly through the hiring process, from application to onboarding
· Conduct reference checks as needed and issue Predictive Index Assessments to qualified candidates
· Maintain a consistent positive flow of communication between candidates, leadership, and other relevant stakeholders
· Manage applicant tracking systems, Applicant Stack and SparkHire, and report on various recruiting metrics
· Create and write job descriptions in PolicyTech, updating routinely to ensure relevancy
· Collaborate with Business Development on social media posts for open positions
· Effectively utilize advanced sourcing technologies while continuously learning and applying the newest recruiting tools and best practices
· Uphold the highest standards of integrity and professional ethics, maintaining discretion with sensitive employee information while supporting the company’s values and consistently exceeding expectations in recruiting efforts
· Identify and attend career fairs annually to support organizational talent acquisition goals
· Manage post-hire administrative tasks for non-bargaining new hires, promotions, and transfers, including tracking and sending assessments (PI, GiANT), conducting PI readbacks, scheduling reminders for 90-day reviews, and preparing materials such as nameplates as needed
· Coordinate and attend employee work anniversary events, including after-hours celebrations as needed
· Conduct employee reviews, including, but not limited to, 90-day and annual reviews
· Coordinate and assist with monthly employee events
· Create and deliver non-bargaining birthday bundles
· Coordinate with Business Development to support recruiting merchandise and order necessary supplies
· Keep abreast of general knowledge of employment laws and practices
· Create and maintain Standard Operating Procedures (SOPs) for assigned tasks
· Participate in team cross-training and serve as backup for various HR roles and responsibilities
· Maintain a high level of organization and attention to detail
· Demonstrate strong written and verbal communication
· Physical demands include long hours sitting, using a computer, standing, pulling/pushing, walking, lifting, and climbing
· Job requires intermediate computer proficiency and advanced critical thinking skills
· Flexible schedule required to accommodate varying availability

Education, Experience, and Expectations
· Bachelor’s degree in Human Resources, Business Administration, or a related field preferred
· Experience in human resources or recruiting, with knowledge of HR best practices, preferred
· Must demonstrate integrity and sound judgment when handling or assisting with sensitive situations
· Must operate with professionalism, confidentiality, and discretion in all internal and external interactions
